The Former President's Progressive Warning Overlooks Europe's Real Danger: Technological Decline.

The recent US security policy document presents a flawed view of Europe. The document asserts that open-border policies and so-called "woke" agendas represent an existential risk to European civilization. Yet, this argument rests on a serious misinterpretation of the situation. The true danger confronting Europe is not societal but technological and economic backwardness.

The Stark Economic Divide Between the US and Europe

The data paint a stark contrast. From 2008 and 2023, US GDP grew by eighty-seven percent, compared to a mere thirteen and a half percent increase for the European Union. During this period, European income per person dropped from 76.5% to just half of the American figure. Remarkably, even Mississippi now boasts a higher per capita income than major European economies like France and Italy.

Today, about half of the world’s top fifty technology firms are US-based, while a mere four are European.

The Technological Deficit: The Core Question

This widening disparity is driven by stronger efficiency gains in the United States, largely due to technological innovation and higher total factor productivity. The scene of global tech leadership is overwhelmingly US-centric. In the last five decades, 241 US firms have scaled into companies valued at over ten billion dollars, compared with only fourteen in Europe.

This gap raises a vital question: As the competition for future industries like AI, semiconductors, and fusion energy, what is Europe positioned? Most analysts agree it is largely a two-horse race involving the US and China, with European nations entering at a clear disadvantage.

Underlying Factors of Europe's Innovation Gap

A number of major factors explain this innovation chasm.

  • Financing Ecosystem: The United States has a much more robust and more dynamic system for financing new ventures. The EU has yet to establish a true capital markets union, which caps the growth potential of emerging companies.
  • Regulatory Fragmentation: Complex and divided rules hinder Europe. A US startup can launch a product under a single set of laws to access a consumer base of hundreds of millions. The European Union, despite a larger population size, is divided among twenty-seven separate systems, creating significant market obstacles.
  • Mindset Differences: Views on risk-taking vary greatly. In parts of Europe, a startup's collapse was once viewed with stigma, whereas in the US, it is often considered a badge of experience.
  • Defense Spending: The United States enjoys a tightly woven innovation pipeline linking defense and academia. The continent's long-term lack of spending in defense has weakened its ability in breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these hurdles, there are causes for hope. European leaders are increasingly aware of the severe threat and have started to advance serious reform. Notable reports on European competitiveness and the internal market point to the necessity of sweeping changes.

With the right incentives and rule changes, Europe's strengths could support much higher levels of business-led breakthroughs.

The continent still possesses considerable strengths: high-quality workforce, top-tier schools and universities, and premier labs. Alongside a vast domestic consumer base and substantial household savings, these foundations could unleash a surge of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in creating cutting-edge technologies, it can still dramatically boost economic output by implementing and tailoring advancements from other regions.

An Inflection Point

The European Union now stands at a decisive moment. To paraphrase a famous line, decline often happens "slowly, then all at once". So far, Europe's technological decline has been gradual. However, without bold steps to tackle its deep-seated problems, today's gradual weakening could turn into a sudden and irreversible decline in global economic relevance.
